- All 45 states in which lotteries are legal participate in both the Powerball and Mega Millions joint lotteries, which are effectively national lotteries. Most states also participate in smaller-scale lotteries, such as the 2by2 (four states) and Lucky for Life (23 states), as well as their own state lotteries.
