  • Sources often disagree upon whether or not a country is carbon-negative, due in part to the difficulty of accurately measuring overall greenhouse gas emissions and a forest's ability to absorb greenhouse gases. As such, a handful of countries have declared themselves carbon-neutral, but this claim has not yet been verified.
  • Terms and definitions: -- Net zero: Human-caused greenhouse gas (GHG) emissions are offset by removals, resulting in no net addition of GHGs to the atmosphere. -- Emissions reduction target: A specific value a country seeks to reduce emissions to by a certain date. Contrasts with a baseline, which often targets a percentage reduction rather than a specific value. -- Reduction v. BAU: Emission reductions set against a "business-as-usual" scenario, which assumes no changes in current emission trends. -- Carbon-neutral: Human-caused carbon emissions are offset by removals, resulting in no net addition of greenhouse gases to the atmosphere. -- Climate-neutral: Expanding beyond carbon emissions to achieve net zero emissions for all greenhouse gases, not just carbon dioxide. -- Carbon-negative: Going beyond net zero by actively removing more carbon dioxide from the atmosphere than is emitted. -- Absolute emissions target: A specific limit set on greenhouse gas emissions, regardless of any removal efforts.
